What's the meaning of "much more than" and the whole sentence? It is not even evident that the plan (B3W) involves much more than the rebranding of projects that are already being considered.

It is not even evident that the plan (B3W) involves much more than the rebranding of projects that are already being considered. It’s hard to say what this means without more context, but it seems that there is something being planned, and that the author is saying that instead of it being a plan for new projects, it’s just a rebranding of projects that are already in the works…by rebranding I mean changing unimportant details but keeping the main elements intact. “Much more than” means they might not be doing nothing, but what they are doing is pretty small.
