Word for weather: temperature is under zero, but it’s sunny

Is there an expression in English which describes weather during a winter when the temperature is under zero, it’s freezing, but the sun is shining? When you look outside through the window the sun might deceive you that the weather is nice, but it’s actually freezing. In Serbian language, for this weather conditions is used an expression „zubato sunce“ that literary means „toothy sun“ and this phrase might be regularly heard in weather forecast summaries. The word „toothy“ comes from the idea that the weather is very sharp and cold. It is associated probably with the teeth of a wolf or another animal that has a very formidable jaw.<o:p></o:p>

I agree - "crisp" is the best description. You can also say "bright" to mean it's light but without warmth.

"Crisp" can mean something similar; you could describe a day or the weather as crisp if it was cold but with a clear blue sky. It doesn't really have the same connotation of deceptiveness as "zubato sunce" seems to have.

I've tried to to talk about the weather recently and I couldn't find the proper phrase or a word. The only thing that came to my mind was "toothy sun", but of course it would be funny to use the literal translation in English. :)
