In fast-food restaurant like humber shops, coffee shops, they have some paper napkins at the counter or each table. They are very helpful.
Some decent retaurant have napkins of course.
But normaly we use our own handkerchiefs instead of paper napkins.

My husband travels to Japan for work, and he told me that people carry their own handkerchiefs that they use as napkins.
