It may just be an awkward description of something like this:
From the context, I can not be certain if the ¨her¨ is referring to her own shoulder or someone else´s. It would depend on the sentences before that.

Perhaps it is like a "fish hook" although it may not be considered polite in all cultures to touch others.

If I had to guess, I'd say that she's doing the motion where you beckon someone over (tell someone to come to you) with your index finger, but she does it to someone behind her over her shoulder.
