In my opinion, listening is most difficult because you have no control over it. You can't control how fast somebody is speaking, if there is any noise in the backgroung (dogs barking etc), you can't control what structures are used and you can't SEE the words being used (and students often understand written words but don't understand when they hear them).

With speaking and writing - you use words and structres you know. You control it.

With reading - you control how fast you're reading. You can read one sentence again and again, check the meaning in a dictionary - you can see how the words are spelled.

Well, I realise you asked about speaking and writing only :) From my experience they are comparable - they both require production on student's part and can both cause many problems.

I would say that each are relatively independent from one another. Our brains process the differently. Speaking and writing are more active skills while listening is passive. As an adult (and with the internet), it is much easier to start writing and understand it very well. In a chat conversation, you have a lot of time to read what the other person wrote and carefully construct a response. Listening requires an immense amount of practice in order to accustom yourself to the rhythm a various speakers. Speaking is more difficult to practice than writing because there are only certain times where you can practice. I would say writing is significantly easier to learn as an adult than the other 2. Listening is definitely 2nd followed by speaking. In the end, the key to mastering each form is practice or "elbow grease".
