Seems that there still is a problem finding English speakers in Iran. I used to speak to an Iranian guy long ago. He was single at 45 and trying to learn English. His accent made it hard to figure out what he was saying and he couldn't speak spontaneously. I recall he always tried to prepare for some topic in advance. That doesn't help.

Even over here if one is learning English, there is still a problem finding out someone to talk to. The ones who can speak English will speak only to those like themselves. For those who can't speak, they switch to the local language. That's why finding someone on the net may actually be easier
