Bank has two meanings, 

1. financial institution. for example where you go to accept or pay money

2. slope beside a body of water

which one are you referring to?

 


The sentence "The senator went to hospital shortly after taking up office" means
the senator was hospitalized (though i am not quite sure about it!)

"Hand in the paper by Friday" means
the paper can be submitted before or on the final date

Meet me on the bank is correct English and would mean meet me on the bank of the river. However, as the other three are clearly referring to a 'money' bank, then 'meet me on the bank' is incorrect as nobody will meet on the (roof/top of) the bank.
