It is more surprise and happier that you will be my neighbour. Yeah! I also live in that building. I am in Xi'an city. too! Do you feel surprise? I will tell you what happened in the past years when you live in this building.

Your English is perfectly understandable and there is nothing wrong with how you communicate.   The following is closer to how a native English speaker would write.

Dear Amy,
Congratulations!  The Xi'An Evening Paper announced your wedding the other day. I was surpised and so very happy for you.  The pictures are fabulous - your husband looks like a prince and you look like a princess.

I'm even more surprised and happier that we will be neighbours in the same building.  When you move in, I'm looking forward to having time for us to share our adventures of the past few years.

you could also say:

From the photo, you look so beautiful that I could almost mistake you for a fairy.

(that might be closer to what you actually wrote!) :)
