Are both sentences OK?
I caused a bit of a commotion, etc.
If I say;
I apologize to everyone I have inconvenienced
I apologize to everyone I have disturbed.

I think both sentences are okay on their own, but it would depend on context (and particularly the nature of the commotion).
For example:
If you've cancelled plans at the last minute, you would be apologizing for inconveniencing people.
If you dropped a tray of glasses onto a tile floor, and startled everyone who had been concentrating hard, you would be apologizing for disturbing people.
