"too much" is a phrase meaning excessive and is an adjective. Note that 'too much' is used only for uncountable/intangible nouns and "too many" is used for all other countable nouns. I have too much time. I have too many coins. "much too" is an adverb meaning overly or excessively. Note that 'much too" is not a phrase in itself. "much" is by itself then "too" is attached to another adjective (describing word). Eg. It is much 'too heavy' for me to carry by myself. Note that the use of 'much too' is colloquial and will never be used in formal English. ☺ Hope this helped.

When you say "too much," it is used as part of a noun phrase and it means an excessive amount. "I think I ate too much food." or "You gave me far too much; I only asked for a little," so you use it with nouns. On the other hand, "much too" is an adverb with an intensifier (a word that adds a stronger meaning) that you only use with adjectives "You are acting much too silly." or "I am much too tired to do that."
