pra lá= (to) here
pra cá= (to) there
"lá" means there, "cá" means here ("cá" is usually used with a motion verb like "come here"). The preposition "para" (or "pra") is used when you have a verb indicating movement from one place to another. (like "come here", "go there").

It is not "Par la", i think you wanted to write "Por lá" and "Por cá", so the "lá" means "there", and the "cá" means something like "here".

I think that you wanted to write "Por ali"e "por aqui" "That way" or "This way".
Ex: You can go this way or you can go that way.
You should write a phrase so we can see the context.
