It is to or in in this case? Which should I use when borading, beg limited to weight or beg limited in weight?What I want to realize is that I've ever heard limited to and limited in, somehow the usage to me is blurred, I would like to figure them out.

When boarding an aeroplane we use 'bags are limited to 20kg' for example. You really didn't supply enough information in your question.
