I'd say that, for instance, if someone asked me about my opinion on drug abuse. For instance: Someone: "Hey man, I'm going to smoke weed this weekend!" Me: "If I were you, I wouldn't do that."

I would say that if a person was going to do something that would be hurtful to others or themselves. It could be used for anything that is a warning against causeing physical harm, or emotional harm.
