A "has-been" is someone who was once prominent, but now has fallen into decline. "I think Microsoft is a has-been".

has-been = someone who used to be "big" but is now a nobody.
Maradona is a has-been.
Margaret Thatcher is a has-been.
George Bush never was.
Liverpool Football Club are has-beens.
