It means to make a situation clear for everyone so there's no confusion. It's kind of like the expression "Are we all on the same page here?"
For example: "Let's get this clear. You really expect me to quickly do all these jobs for that little bit of money?"

It means:
Let get our minds clear on this issue.
Let's get a clear understanding of this.
Don't confuse "get" with "make".
