it all depends on the context... if you are saying 'look at those two men...they are fighting/ having a fight'... it could simply mean that they are quarrelling about something... it could even be something stupid...
But if you are saying 'the two men are fighting for their country'... then it could be in a war with weapons... but it could also be more abstract...like from a political point of view

Lottare : to make physical fight without weapons
litigare: to have a fight with somebody, divergence of opinions or arguing
combattere: to make physical fight even with weapons
The two men are fighting:
I due uomini stanno {lottando, litigando, combattendo}
Important note: I gave you the principal meaning of the three verbs, but in this case the context will dictate its law, as you may say, for example:
-- io e il mio collega stiamo combattendo per diventare capo reparto
(figurative speech, obviously no weapons here!)

Valerio dice giusto.
Poi ci sono anche altri modi con le loro sfumature : battersi, azzuffarsi, fare a botte ,accapigliarsi, colpirsi, darsele .
E altri termini correlati: affrontare, misurare, scontrare, sfidare, combattere..."Due uomini si battono" "-si azzuffano" "-se le danno di santa ragione"...
