I learned 2 different ways:
1. put tongue forward, is it from U.S. ?
2. no need to put tongue forward, but just flat the tongue. is it from British?

I don't think you can say there's a "proper" American pronunciation for this vowel, since it fell out of use in the English language before the US existed; however I as an American understand it should be pronounced just like you're saying the letter "A" in the alphabet.
