I have never heard it used in that way. Heady always means intoxicating (as if drunk) or very exited, impulsive, at least in the usage I have seen.

Heady can mean "involving the head (thoughts) a lot", that is to say "on an intellectual level" but I really wouldn't equate it with wise or judicious (both implying experience).
