Appoint: means to pick, choose, hire, select, etc.
Ex: The school board appointed a new chairperson. (Someone was voted in to that position.)
They are synonyms. (Similiar in meaning)
Nominate: put forward, recommend, select, choose, etc.
Ex: I nominated Ron Paul for presidency. (I voted for him.)
