Depends on the context but yes it usually means 'very rich'.

LOADED:
1) weighted or biased towards a particular outcome:
e.g. (absolutely) loaded freight train
2) (informal) having a lot of money; wealthy:
e.g. she doesn't really have to work — they're (absolutely) loaded
3) (informal) having had too much alcohol; drunk:
e.g. it's Friday night, and we want to get (absolutely) loaded.

For example:
Her new boyfriends 'absolutely loaded! '
