"Bound" should be interpreted as "certain". It is an idiom or figure of speech coming from the literal meaning of "bound" as in "tied up," so the people have no choice but to be disappointed, because they are tied to it.

is bound to happen = is highly likely going to happen You know, if you have problems with single words like these, a dictionary does a great job.
