When do I need to use IT instead of he,she, they?
Please, give me a rule or examples, where I need to use "it" instead of "he, she, they".
For example. I saw cat on the street yesterday. It (or she/he?) was cute.

"It" is used for non-human things. Objects and animals only get he/she if the gender is known, or if the object/animal is emotionally close. eg. if you really love your car, you'd call it he/she.

Examples: Can you see my red sports car? No, I can's see it.
It has been a hot day.
I have looked for my bag everywhere, but I can't find it.
My cat used to be a male, but since the vet neutered him, he is now an 'it'.

"It" is used as a pronoun for objects (animals could be counted too).
EXAMPLE: (Let me use your example.)
I saw a cat on the street yesterday. It was cute.
The "it" in the second sentence refers to the "cat" from the first sentence. Therefore, "it" was used as a pronoun for the word "cat".
