Is there the usage?
sb take some time to do somthing
He took a long time to send them. Is it correct?
or there is the only way to say "It took him a long time to send them."

Both your sentences are good.
ALSO:
1) sb takes some time (or, his or her time) to do something
Jane takes her time walking to school.
My mom takes her time making dinner.
2) It takes sb some time to do something
It takes Jane some time to walk to school.
It takes my mom some time to make dinner.
