“It sounds as if the situation is unlikely to improve.”
Note:
My interpretation is that the situation is likely to improve; only someone made it sound unlikely. So, shouldn’t the sentence be written as: “It sounds as if the situation WERE unlikely to improve”? What do you think about the sentence? Is it grammatically correct? Thanks

You can understand "it sounds as if..." to mean "it seems to me that..." This is just the speaker's personal opinion, so we cannot know the reality of the situation.
