Quando mai hai detto = When have you ever said...
"Quanto mai" non credo che si dica, casomai "Quanto spesso".

/quando/ in these expression denotes that the speaker is does not
agree with the other person, and is also surprised:
Example:
-- quando mai ti ho mandata via ?
-- when did I ever sent you away ?
-- quanto mai ne vuoi di denaro ?
-- how much money do you want (quite an agressive form) ?
