In my view there is no such word in Hindi, I think it must be अख्तियार which means RIGHT, POWER (jurisdiction).

Thank you Sirius, that is exactly what I wanted to know.  I accidentally missed the त joined to the ख.  That's probably why Shabdkosh couldn't find this word.  Thanks for putting me right.
