'there are certain set expressions: 올해,작년...' - chin.billy.leung
Yup. It's best it is to learn those expression, just keep in mind 해 and 년 stands "year".
E.g.: 새해 - new year, 그해 - that year, 올해 - this year, 작년 - last year, 금년 - this year, 내년 - next year, 매년 - every year.
Beside this the only way is to study text or conversation to fully grasp when you can use 해 & 년.
Just gonna add that 해 is used with pure korean numbers and 년 with sino-korean

The word "해" is a proper noun that means the sun or a year in Korean.
When indicating or saying about the sun, "해" or 한자어(漢字語, sino-Korean word) "태양(太陽)" is used. Both of them mean the sun, for examples,
The sun rise from the east.
해는 동쪽에서 뜬다.
태양은 동쪽에서 뜬다.
When indicating or saying about a year, "해" or 한자어 "년(年)" is used. For examples,
The weather is especially hot in this summer (of this year).
올해(or 금년[今年]) 여름은 날씨가 유난히 덥습니다.
