Yes. It comes from a children's rhyme.
Humpty Dumpty sat on a wall.
Humpty Dumpty had a great fall
All the king's horses and all the king's men
Couldn't put Humpty together again.
Usually it is said talking about some problem or disaster that is far away, either in distance or time.

Yes, I think thats the best way to describe it since "All the king's horses and all the king's men" is a reference to the story of the Humpty dumpty nursery rhythm.
Humpty Dumpty sat on a wall,
Humpty Dumpty had a great fall.
All the king's horses and all the king's men
Couldn't put Humpty together again.
Some things are not reversible ( Second Law of Thermodynamics; entropy always increases ). You can't unscramble an egg ( H.D. is an egg ) and the thought can't be got rid of.
So its like trying to do the impossible?

If you are looking for a figurative meaning, then yes, that would be correct. That no matter how many there were, the situation was hopelessly into irreparable.
