how to say it? When someone owns something new, like a phone, a car, or anything, what should I say to them? Is it OK to say congratulations to someone who has just bought a phone? Thanks

Congratulations is more appropriate for an achievement. You might say 'wow, that's a nice phone! I'm envious!' you could praise the object, or perhaps their good fortune, or that they have earned it /worked hard to afford it.
