上り方面 means trains bound for Tokyo regardless where the trains depart. On the other hand, the trains depart from Tokyo are 下り方面, at least in Tokyo. However, I am not sure how it would be in other parts of Japan.

Yes, it means the "up train towards the capital (Tokyo)." Similarly replacing 上り with 下り means the "down train" heading away from Tokyo.
