In this context, what does "offer" of "this amazing offer" mean?
In one study, Burger set up a booth at a campus and sold cupcakes. Some customers who approached the table were told that the cupcakes cost 75 cents each. Others were told that they cost a dollar; but then, before they could respond, the price was reduced to 75 cents. When customers were led to believe that the final price represented a reduction, sales increased from 44 to 73 percent. In this technique, someone adds something that sweetens the deal, before you have a chance to reply. The television announcer says, “Here’s your chance to get all these kitchen knives for only $19.95. But wait! There’s more! You can also get this carrot peeler. And that’s not all! If you order now, we’ll include this potato masher. Also this solar-powered flashlight! If you call now, you can get this amazing offer, which usually costs $39.95, for only $19.95! Call now!”

They're giving a choice to get the item that has better options than the other
they're offering/giving you a better deal than the original one

"offer" refers to the opportunity to buy something. The word "amazing" is frequently added to make it sound like the offer is at an "amazingly" low price, sometimes implying that the offer won't be available for much more time, so you have to act fast. It is marketing technique used by people or companies trying to sell something. They are imitating being excited about being able to sell a quality item at a low price. Usually this sales technique is used when the product is not good enough to sell based on its apparent quality and price. As a result a buyer should be suspicious of the quality and price for such items.
