Never heard that! though in Scotland we can say we are "skint" when we have no money so maybe it means taking all of someones money - just a guess. I think it needs more context.

never hear this before, maybe someones personal slang for something or if it is part of a bigger text then the rest of the text might explain the context in which it is being used.
