like or as? First lady was called “Mother of the Nation” in ancient times. She is a symbol of a country like the head of the state. like or as?

I'm not sure I correctly understand your example. Using "like" here makes it a somewhat forced simile. It would probably be better to say: "She was the symbol of a country, and the head of state." (if I'm interpreting this sentence's intended meaning)
