When to use "An x A"
I've just read on the internet the following sentence:
"Everyone who lives within an EU country is a 'European Citizen"

Why before "EU" he uses "an" and before "European" he uses "a"? Since both of them comes before and souund like a vowel.
And please explain to me which one is correct and why: "A American Citizen" or "An American Citizen"?

European starts with the sound /j/
EU starts with /i:/
An American is correct because American starts with a schwa.
