I understand this word as dirty/filthy, but I was wondering, can it also be used for messy? Can this word be used to describe a room that is messy with things everywhere and not put in their places?

It can not be used in that sense . you can use the word 'مكركبة /mukarkaba/ ' to explain the mess. although the word 'وسخة ' is frequently used with rooms, but only to refer to dirtiness.
