Please pay attention to capital letters. Writing "I"(me) as "i" is simply wrong. Well, in your example, both "fabricate" and "make up" have the meaning of "to create something false". However, "fabricate" has a formal register, so you can't simply change them at whim. "Make up" also has different meanings. While your own example is correct, it is not possible to "kiss and fabricate", and "put on fabricate" simply sounds silly. The meaning changes depending on the context.

In my opinion, mostly, these two can interchange with no problem. Only the "Fabricate" is more specialized to express the meaning of making someone believe something that is not true.
