please explain this sentence for me. i will really appreciate for it. 1.Max Shulman the world's most underrated romantic poet. what does "underrated" means? does it means Max wasn't judged properly?

Underrated means to be underestimated/被低估. Schulman is a better romantic poet than what people sees him to be. :)
