Are 'congregate in' and 'converge on' interchangeable in this sentence?

Yes, in that sentence, they are interchangeable. However, not in all sentences.
"to congregate in" means "to gather in", whereas "to converge on" involves some kind of movement from somewhere else to the gathering place. So, they have slightly different meanings.
