In addition to the previous excellent responses, TOEFL is computerized. A test-taker does not speak to a real, live person, whereas for IELTS the test-taker interfaces with someone live.

They're both exams which are commonly used to assess the English language skills of students who want to study in an English speaking country. They're also used for immigration purposes. Since you asked about both tests, I assume you have a choice about which test you can take. I recommend that you take IELTS over TOEFL because TOEFL has some rather complicated integrated tasks. In particular. TOEFL has an integrated speaking (and also an integrated writing task) where you must read something, listen to a speaker, and then speak or write about how the reading and listening differed and how they were the same. It's quite difficult for most students to do well on this part of the test.

As you are in Mexico, TOEFL would probably be more useful for you. It is an American test, whereas IELTS is British.
