- We ARE SUPPOSED TO check out of our room by twelve.

- You ARE NOT SUPPOSED TO use your cell phone in a hospitaL.

It also has come connotations of a rule being broken, so you would say to someone using a phone in a hospital environment where there is a rule not to do this, you are *supposed* to keep your phone switched off.
