Is there a difference between these ones?

People from all over the world. People from all around the world. But not ...People from over the world. I'm not sure where 'over the world' is... but presumably it's in the sky.
The expression is ...from all over THE world.

No not to my knowledge, there is no rules over there usage, two examples off the top of my head;
People all over the world like music
People from all around the world like music
