No. If you are taking about the human body, it means a message sent from one part of the body to a different part of the body. If not, you are probably taking about "EMP", electromagnetic pulse, a weapon to destroy electronic equipment.

It would be important to see the context to answer accurately, especially as we are talking about a scientific term. An "electronic pulse" is probably a measurable movement of electricity through a circuit, comparable to the pulse you can feel when blood passes through blood vessels. An electric shock is probably the physical reaction to a large electronic pulse, enough to be felt and even to cause injury.
