I think it's the place where police or municipality takes your car if you park in a wrong place. You then have to pay the fine and towing fee to get your car back.

When your car is illegally parked and the police tow it away, they keep it in the impound lot or "car pound" and charge you lots of money every day until you pay the ransom.. I mean, "fine."
