»Weil« (because, as, since) ist eine unterordnende Konjunktion, leitet also einen Nebensatz ein: Wir sind zu Hause geblieben, weil das Wetter schlecht war. »Wegen« (because of, due to) ist eine Präposition: Wir sind wegen des schlechten Wetters zu Hause geblieben.
