They mean the same thing, but the second form is much more usual. The first is grammatically correct, but a native speaker is unlikely to say it.
As a general rule, we put the negative as early as possible in the sentence.

Yes, I think so cause you just moved changed the way of making the sentence negative (I don't think I have ever)(I think I have never) the same meaning
