What difference are they?
'Has never been' and 'hasn't ever been'.
Are they the same mean?

They basically mean the same thing. The only difference is they are using different words.
Never has the opposite meaning of ever. That means that "not ever" means the same thing as "never"
Hasn't is a contraction of "has" and "not"
So here we have "I have never been to Spain." and "I have not ever been to Spain."
Both mean exactly the same thing.
