Who does speak palestinian arabic? Is it different than basic arabic?

Yeah there is a big different ...there is no any Arabic countries speaking in basic Arabic even i can give you many examples about that , the easiest example when you want to say "yes" in Arabic its " نعم" but : the Syrians say it " أي " and "آي" , the Egyptians say it " آه" so there is a big different ..in the same time yes we don't using it but all understand it (basic Arabic) and all can speak in it ..

I'm beginning of Palestine specifically from the city of Hebron in the West Bank :)
For the Arab and talk to them, based on the Arabic language is a classical one contained in the Qur'an
But Palestine and other Arab states do not speak Mandarin in their daily lives, but any vernacular dialect, which vary from country to country and from city to city and finally from person to person, but the foundation is one..

Arabic is an only one language , but each country uses it own way of speaking with different accents

All dialects are derived from the MSA but they are often more simplified :)
