No, Dutch and German are two different languages, while American and British are the same but with different accents, idioms and vocabulary. It's like Spanish and Italian for example. Both are roman languages but they are clearly two distinct languages. You can find all the needed information in the internet! You can compare the two languages on Wikipedia for example.
