What does 'legal tender' mean here? "Currency that a government has declared to be legal tender, but is not backed by a physical commodity."

Money that is usable within the country. For example: The Yen is not legal tender within the United States, but it is within Japan. Hope this helps :)

This is a fancy word for "money." It is something that has value and can be exchanged for goods and services, but is also specifically backed by the government.
