”up front“ Deaths from poisoning would be substantial up front and massive casualties would follow soon. "substantial" is a adjective,so what's the meaning of "up front", and the part of speech?

This isn't very well written. Up front here means 'immediate'. A better way to write this would be Immediate deaths from poisoning would be substantial.
